If you’re a licensed teacher in the state of New York, you know that emergent bilingual learners (EBLs) face unique challenges in the classroom. Though nearly 25% of New York City residents — and nearly 14% of residents throughout the state — speak Spanish at home, there aren’t enough bilingual teachers to give EBLs the quality education they deserve.
With an Advanced Certificate in Teaching Emerging Bilingual Learners from the King Graduate School, you can be part of the movement to change that. With our comprehensive 15-credit program, you can enhance your professional development — and your employability — by learning how best to support EBLs and their families. Upon completion of the program, you’ll be ready to earn your Bilingual Teaching Extension from the New York State Education Department (NYSED) in the grade bands of your current teaching license.

Why Earn an Advanced Certificate in Bilingual Education?
Nationwide, fewer than 20% of EBLs are in classrooms that fully support emerging bilingualism. Despite having one of the highest concentrations of Spanish speakers in the country, New York State schools are no exception to this unfortunate trend.
Nearly one in eleven New York State public school students are EBLs, and yet the state has suffered from a shortage of certified bilingual teachers for decades. The shortfall has even prompted the New York State Senate to introduce a bill designed to attract and retain teachers with Bilingual Certification in high-need areas.

The Curriculum
Advanced certificate candidates take a total of five (5) fully-online courses that will prepare them to qualify for the Bilingual Teaching Extension in New York State upon successful completion of the BES assessment:
- Foundations of U.S. Bilingual Education Programs
- Curriculum Design and Planning for Multilingual Learners
- Teaching Language and Literary Practices in Bilingual Settings
- Teaching Emergent Bilinguals with Disabilities
- Testing, Evaluation, and Equitable Assessment for Emergent Bilingual Learners
Teaching Language and Literary Practices in Bilingual Settings (Enseñanza de prácticas lingüísticas y de lectoescritura en contextos bilingües) is a bilingual class taught in both English and Spanish.
Candidates who successfully complete the online bilingual teacher training program will emerge with the skills they need in order to:
- Teach bilingualism and biliteracy in English and Spanish
- Create bilingual, multicultural classroom environments that prioritize diverse students’ holistic well-being and identity development
- Apply Differentiated Instruction (DI) — including Response to Intervention (RTI) and Universal Design for Learning (UDL) — in inclusive general education settings
- Implement high-quality, culturally responsive assessment and accountability measures
- Implement bilingual content instruction to effectively meet the NYSED’s Next Generation Learning Standards.
The advanced certificate curriculum is fully aligned with the NYSED’s Culturally Responsive-Sustaining Framework. Candidates will have the opportunity to apply their studies to fieldwork in their own schools, gaining pedagogical skills designed to support EBLs acquiring content and literacy skills.
How Long Does It Take to Complete the Advanced Bilingual Extension Program?
The online Advanced Certificate in Bilingual Education takes two (2) semesters to complete. That means that you can earn your certificate in under a year studying full-time. (Candidates may also opt to study part-time.) Coursework is entirely online.
Foundations of U.S. Bilingual Programs
In this course, students will critically examine the historical, sociocultural, linguistic, and educational perspectives that shape current-day bilingual education policies and practices.
The class will also explore the impact of demographic shifts on education programs in the U.S., as well as the role of culture (and cultural responsiveness) in bilingual education. Students will come to understand the various approaches to bilingual teaching, and assess their impact on the academic achievement and identity of EBLs.
Admission Requirements
Candidates applying to Monroe’s Advanced Bilingual Extension program must:
- Have already earned their Initial or Professional Teaching Certificate in any grade band from the New York State Education Department (NYSED)
- Completed master’s level study in classroom instruction
Applicants must also demonstrate their proficiency in both English and Spanish via an evaluation of their reading, writing, listening, and speaking skills. Candidates must also provide:
- A completed application for admission
- A personal statement (up to 1,000 words) describing their interest in bilingual education and how working in this environment relates to their professional goals
- A current professional résumé
- A current teaching license
- Transcripts from all prior educational institutions attended
- Two (2) letters of reference attesting to their character and positive disposition, as well as their ability to advocate for students and their families
Applicants must also participate in an interview with the program head.
